国务院总理李强6月29日主持召开国务院常务会议，听取人工智能发展情况汇报，研究当前外贸形势和贸易强国建设有关工作，审议通过《“十五五”碳达峰行动方案》和《国民健康“十五五”规划》。

The meeting pointed out that it is necessary to deeply grasp the trend of artificial intelligence evolution, improve support policies and governance systems, and firmly grasp the initiative of development. We need to intensify efforts to promote breakthroughs in artificial intelligence innovation, accelerate key technology breakthroughs and the construction of large-scale intelligent computing clusters, strengthen the supply of high-quality data, enhance the guarantee of talent, funding and other factors, and support enterprises to carry out basic research and cutting-edge exploration. We need to deepen the implementation of the "Artificial Intelligence+" initiative, leverage the advantages of China's complete industrial system and rich application scenarios, and promote the accelerated commercial application of intelligent products and services on a large scale. We must firmly uphold the safety bottom line of artificial intelligence, improve the institutional rules of technology ethics, testing, certification, etc., build a dynamic and adaptable safety supervision system with graded classification, and strengthen international cooperation in artificial intelligence governance.

The meeting pointed out that it is necessary to maintain the good momentum of foreign trade development, increase support such as credit and credit insurance, expand the import of high-quality goods and services, improve the trade support system, create a public service platform, and promote balanced development of imports and exports. To promote the quality and efficiency improvement of foreign trade, enhance the brand influence and product added value of goods trade, strengthen and optimize service trade and digital trade, accelerate the cultivation and growth of new forms and models of trade, and promote the integration of trade and investment, as well as the integration of domestic and foreign trade. We should actively expand independent opening up, maintain the international economic and trade order, and enhance our ability to ensure foreign-related security.

会议指出，要发挥碳达峰碳中和战略牵引作用，促进经济结构转型升级，打造更多绿色经济增长点。要聚焦重点领域、关键环节持续用力，加快能源结构调整优化，推进产业绿色化低碳化，健全完善法律法规标准、碳排放统计核算等体系，科学有序开展评价考核，将绿色低碳导向融入国民经济循环各领域各环节，推动形成绿色生产生活方式，厚植高质量发展绿色底色。

The meeting pointed out that in recent years, the construction of a Healthy China has accelerated, and the health level of the people has continued to improve. To build a full lifecycle health service system, coordinate resource layout, strengthen collaboration among medical, medical insurance, disease control, etc., and provide the public with systematic, continuous, high-quality, and efficient health services. We must vigorously develop the health industry, improve support policies, cultivate and strengthen new service formats in the health field, enrich the supply of health products, strictly supervise quality and safety, and enable the public to consume with confidence and live a healthy life.
