Energy Conservation and Carbon Reduction Work Plan for Public Institutions in Shandong Province during the 15th Five Year Plan Period

In order to accelerate the green and low-carbon development of public institutions, improve the level of energy conservation and carbon reduction work in public institutions, and fully leverage the exemplary and leading role of public institutions in the comprehensive green transformation of economic and social development, this work plan is formulated in accordance with the "Opinions of the General Office of the Communist Party of China Central Committee and the General Office of the State Council on Doing a Better Job in Energy Conservation and Carbon Reduction at a Higher Level and Quality" and the relevant deployment of the "15th Five Year Plan for Energy Conservation and Carbon Reduction Work of Public Institutions" issued by the State Administration and the National Development and Reform Commission, combined with the actual work in our province.

1、 Overall requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the various plenary sessions of the 20th Central Committee, thoroughly implement Xi Jinping Thought on Ecological Civilization and the important speech of General Secretary Xi Jinping's inspection of Shandong, take carbon peak and carbon neutrality as the driving force, based on the positioning of serving economic and social development, coordinate the promotion of energy conservation and carbon reduction in public institutions, promote the efficient and intensive use of various resources, build low-carbon public institutions, help build a high-quality development system for government affairs based on asset management, and contribute to the construction of a green, low-carbon and high-quality development pilot zone.

Compared to the carbon peak target, the energy utilization efficiency of public institutions in the province continues to improve, the energy consumption structure continues to optimize, the level of resource conservation and intensive utilization continues to improve, cadres and employees are more conscious of practicing green production and lifestyle, the management mechanism is more perfect, and the support and guarantee are more powerful. New achievements have been made in energy conservation and carbon reduction work of public institutions. Based on carbon emissions and energy resource consumption in 2025, by 2030, the carbon emissions per unit building area of public institutions will decrease by 9%, energy consumption per unit building area will decrease by 5%, and per capita water consumption will decrease by 3%. The total carbon emissions of public institutions will peak as early as possible before 2030.

2、 Actively and prudently promote and achieve carbon peak in public institutions

1. Strengthen target responsibility management.Implement the "Guidelines for Carbon Emission Accounting of Public Institutions", calculate and verify the carbon emission base of provincial agencies and cities during the "15th Five Year Plan" period, comprehensively consider factors such as total carbon emissions, carbon emission intensity, and work foundation, and differentiate and decompose the carbon emission intensity reduction targets for provincial agencies and cities during the "15th Five Year Plan" period. Accurately calculate the completion of the targets, and do a good job in comprehensive evaluation and assessment of carbon peak and carbon neutrality.

2. Deeply implement energy-saving and carbon reduction renovations.Organize energy audits of public institutions, identify weak energy consumption links, and clarify the direction of energy-saving and carbon reduction transformation. Focusing on the existing building envelope structures, heating, air conditioning, lighting, elevators, power distribution, computing facilities and other comprehensive energy systems and key energy consuming facilities and equipment of public institutions, we will continue to carry out green, low-carbon and energy-saving renovations. Encourage the implementation of energy-saving and carbon reduction renovations in combination with the maintenance and renovation of large and medium-sized office and business buildings, in order to improve the efficiency of fund utilization. Encourage the construction of energy management systems, strengthen the operation and management of key energy consuming equipment, and improve the level of digital and intelligent control. Newly built buildings in public institutions shall be constructed according to the green building standards of two stars or above, and ultra-low energy consumption buildings shall be promoted.

3. Continuously optimize the energy consumption structure.Strictly control the consumption of fossil fuels such as coal in public institutions, and keep the proportion of coal consumption in public institutions within 1% of the total energy consumption in the province. In areas where conditions permit, strive to achieve zero coal consumption. Intensify the application of renewable energy, promote the use of renewable energy such as solar energy and geothermal energy, as well as technologies such as maglev and heat pumps according to local conditions, promote the substitution of geothermal energy for heating and cooling, fully utilize spaces such as building roofs and carports, install photovoltaic systems, explore the application of building photovoltaic integration, smart microgrids, cold and heat storage, photovoltaic storage flexibility, virtual power plants and other technological models, prioritize self use, and encourage participation in electricity demand side response. Promote the electrification of terminal energy consumption in public institutions, accelerate the electrification replacement of medical disinfection equipment, canteen stoves, etc., and ensure that the proportion of electricity consumption in public institutions in the province reaches over 50% of the total energy consumption. Accelerate the promotion of new energy vehicles, and except for special work requirements, all public institutions that add or update official vehicles will purchase new energy vehicles; Promote the construction of charging infrastructure, encourage the application of new technologies and models such as intelligent and orderly charging, and two-way interaction between vehicles and networks. Promote the participation of public institutions in the market-oriented trading of green electricity and increase the proportion of green electricity consumption.

4. Vigorously implement contract energy management.Intensify the promotion and publicity of typical cases of contract energy management in public institutions, continue to promote the application of contract energy management models such as energy cost trusteeship, guide social capital to participate in the energy-saving transformation and operation maintenance of public institution energy systems, deepen the overall promotion of pilot projects for contract energy management in public institutions, encourage the implementation of large-scale trusteeship by county (city, district), industry, and system integration, and strive to increase the contract amount of new energy cost trusteeship projects in the province to exceed 5 billion yuan. More than 50% of city (city, district) level party and government agencies will implement contract energy management in centralized office areas. Promote and publicize the "Implementation Regulations for Energy Cost Custody of Public Institutions", "Service Contract for Energy Cost Custody Projects of Public Institutions (Demonstration Text)", and "Framework Agreement for Energy Cost Custody Projects of Public Institutions in Entire Counties (Districts) (Demonstration Text)", improve the mechanism for filing and evaluating the effectiveness of contract energy management projects, conduct risk assessment and prevention, and promote the safe and orderly implementation of custody projects.

5. Deepen the construction of a carbon inclusive system.Continuously promote the application of the "Public Institution Carbon Small Benefit" platform, further expand its coverage, and achieve full coverage at the city and county (city, district) levels by 2030. Promote the application of the "Shandong Province Public Institution Energy Conservation and Transformation Carbon Inclusive Methodology", promote the market-oriented transformation of the carbon emission reduction value of public institution energy conservation and transformation, and explore the establishment of a carbon asset management mechanism for public institutions. Large scale events such as conferences, performances, forums, competitions, and exhibitions organized by public institutions are encouraged to implement carbon neutrality in accordance with the relevant requirements of the "Guiding Opinions on Promoting Carbon Neutrality in Shandong Province's Large scale Activities" (Luhuanfa [2023] No. 2).

6. Improve the management of energy consuming units.Explore and study energy consumption quota budget management in conjunction with the finance department, promote the connection between energy and resource consumption indicators and expenditures such as water and electricity fees, and strengthen the role of budget constraints. Implement the "Guidelines for Energy Efficiency Grading of Public Institutions" and carry out energy efficiency grading of public institutions above designated size. Establish an evaluation system for zero carbon and near zero carbon public institutions, and promote the construction of a number of zero carbon and near zero carbon public institutions.

3、 Continuously improving the level of resource conservation and intensive utilization in public institutions

7. Solidly promote the fight against food waste.Take the lead in carrying out food saving and anti food waste actions, further guide cadres and workers to carry out the "Clean Your Plate Campaign" regularly, and promote public institutions to take the lead. Consolidate and deepen the achievements of anti food waste in government canteens, fully implement the effectiveness evaluation and reporting system for anti food waste work in government canteens, and encourage the introduction of third-party organizations to conduct evaluations. Further strengthen the management of dining for official receptions, meetings, training and other official activities, and eliminate food waste behavior. Promote the reduction, resource utilization, and harmlessness of kitchen waste.

8. Carry out in-depth water-saving actions.Implement the rigid constraint system for water resources, further promote and implement the "Regulations on Water Conservation" and "Management Measures for Water Conservation in Public Institutions", and promote the continuous decline of water intensity in public institutions. Promote the popularization and updating of water-saving appliances in public institutions, with a 100% utilization rate of water-saving appliances for new construction, renovation, and expansion projects. Newly purchased water appliances must meet water efficiency standards of level 2 or above. Strengthen the renovation of old water supply networks, promote intelligent water management technology and equipment, and encourage horizontal balance testing. Promote the utilization of unconventional water such as recycled water and rainwater according to local conditions, and explore distributed treatment and reuse of recycled water. Promote the market-oriented model of contract water-saving management, recommend excellent contract water-saving cases, and expand the scale of contract water-saving.

9. Continuously promote the classification of household waste and the recycling and utilization of resources.Consolidate and enhance the effectiveness of household waste classification in public institutions, improve the coverage and quality of household waste classification in public institutions, and widely carry out volunteer services for household waste classification. Strictly implement the national requirements for plastic pollution control and promote public institutions to take the lead in stopping the use of non degradable disposable plastic products. Further improve the recycling system for waste electrical and electronic products and other waste materials, promote the application of the "Timely Collection of Waste Goods" mini program, carry out recycling activities for waste 3C electronic products, and promote the effective connection between the household waste classification network and the waste material recycling system.

4、 Fully leverage the exemplary and leading role of public institutions

10. Strengthen publicity and guidance.Organically combine the fine tradition of diligence, thrift and frugality with the modern concept of green and low-carbon, innovate publicity methods, and enhance the effectiveness of publicity. Strengthen coordination and cooperation with relevant regulatory departments, organize and carry out various forms of promotional activities around important nodes such as China Water Week, National Urban Household Waste Classification Promotion Week, National Energy Conservation Promotion Week, National Low Carbon Day, National Ecology Day, Green Travel Promotion Month, Public Transport Promotion Week, World Food Day, etc., vigorously promote the concept of green, low-carbon, simple, moderate, civilized and healthy living and consumption patterns. Carry out daily publicity, encourage online promotion, popularize green and low-carbon knowledge, and cultivate a green civilization trend. Strengthen cooperation with news media, carry out a series of promotional activities, and enhance public awareness and participation.

11. Play a leading role as a benchmark.According to the arrangement and deployment of the State Administration, a high standard organization will create about 80 demonstration units for conservation oriented public institutions, select about 6 energy efficiency leaders and 6 water efficiency leaders for public institutions, organize public institutions in our province to participate in the China Water Conservation Award and the National Green Computing Facility selection, and organize energy-saving enterprises in our province to participate in the collection and selection of green and low-carbon technologies for public institutions. Comprehensively build conservation oriented institutions and cooperate with the standard construction of water-saving public institutions. Promote and publicize advanced and typical experience and practices, and play a demonstrative and leading role.

12. Implement green office practices.Implement the requirement of living a tight life, strictly control the construction of buildings and halls, strengthen the adjustment and utilization of assets such as office equipment and furniture, actively promote the revitalization and sharing of old buildings or public property warehouses, and make full use of everything. Strengthen green procurement, prioritize the procurement and use of products, equipment, facilities, and services that are conducive to protecting the ecological environment, such as energy-saving, water-saving, land saving, material saving, and mineral saving. Accelerate the promotion of paperless office, advocate the use of recycled paper, recycled consumables and other recycled office supplies, and reduce the use of disposable office supplies. Deepen the promotion of the "time of use electricity price" policy, encourage time of use electricity and staggered electricity consumption. Strengthen lighting management, fully utilize natural lighting, and implement time-division and zoning lighting. Reduce standby energy consumption and promptly turn off the power of computer hosts, monitors, printers, water dispensers, air conditioners, and other equipment. Scientific management of air conditioning temperature and start stop time, strictly implementing the control standard of "indoor air conditioning temperature setting not lower than 26 degrees Celsius in summer and not higher than 20 degrees Celsius in winter". Strengthen elevator operation regulation and maintenance, and advocate not taking elevators below four floors. Actively advocating for the "135" green mode of transportation.

5、 Continuously strengthen the foundation of energy conservation and carbon reduction work in public institutions

13. Establish sound institutional standards.Study and implement the Ecological Environment Code of the People's Republic of China, and revise the Management Measures for Energy Conservation of Public Institutions in Shandong Province in a timely manner based on the revision of the Regulations on Energy Conservation of Public Institutions. Establish a streamlined, logically clear, and practical system of institutional standards, complete the revision of energy consumption quota standards for public institutions such as party and government agencies, educational institutions, medical institutions, and venue institutions, and explore the development of physical quotas and service standards for energy consuming equipment.

14. Strengthen digital empowerment.Promote the upgrading of energy and resource measurement, vigorously promote the application of intelligent measuring instruments, and implement refined measurement for electricity, water, gas, heat, etc. In conjunction with energy management contracts, we will promote the construction of energy-saving monitoring systems for public institutions, strengthen system operation and maintenance, regularly verify data quality, increase data analysis and application efforts, and further leverage the system's intelligent diagnosis, warning and reminder functions. Standardize the use of the National Comprehensive Information Platform for Energy and Resource Conservation in Public Institutions, continuously promote the automatic collection and integration of energy resource consumption data such as water and natural gas, and complete high-quality statistics, review, analysis, and reporting of energy resource consumption and carbon emissions data in public institutions in accordance with the requirements of the "Statistical Survey System for Energy and Resource Consumption in Public Institutions".

15. Enhance abilities and qualities.Promote the inclusion of energy conservation and carbon reduction work in public institutions into the curriculum of party schools (administrative colleges) and cadre colleges at all levels, and assist leading cadres in enhancing their ability to promote green and low-carbon development. Organize business training, increase training efforts through a combination of online and offline methods, regularly hold training courses for energy-saving management cadres of public institutions throughout the province, encourage public institution cadres and employees to participate in national remote training on energy-saving management of public institutions, watch public institution green and low-carbon lectures, and improve the professional knowledge and practical skills of energy-saving management personnel in a targeted manner. Strengthen the theoretical research on energy conservation and carbon reduction in public institutions, increase cooperation with universities, scientific research institutions, etc., focus on solving theoretical and practical problems in energy conservation and carbon reduction work in public institutions, organize participation in the selection of national management bureau projects, and promote the transformation of project results.

6、 Strengthen the organization and implementation of work plans

16. Responsibility for implementing the compaction plan.Clarify the responsibility for energy conservation and carbon reduction management, strengthen hierarchical and classified management, and enhance the coordination and cooperation between government affairs management departments and development and reform, finance, ecological environment, water conservancy, housing and urban-rural construction departments to ensure the implementation of work plans. Establish a sound incentive and restraint mechanism, coordinate the establishment of a financial guarantee mechanism that is compatible with the energy-saving and carbon reduction goals of public institutions during the 15th Five Year Plan period, implement energy-saving and carbon reduction management in local public institutions, strengthen guidance and supervision of energy-saving and carbon reduction work in subordinate public institutions, and guide education, health and other competent departments to do a good job in energy-saving and carbon reduction work in their own industries and systems. Actively guide industry associations and other social forces to participate in the energy conservation and carbon reduction work of public institutions in a standardized and orderly manner. Public institutions at all levels strictly implement their main responsibilities for energy conservation and carbon reduction, and adopt targeted and scientific energy-saving management or renovation measures to ensure the effectiveness of energy conservation and carbon reduction.
